After Shkodra and Laç, work has begun to free up another public space, in Vlora. Such spaces, used for years as collection points for seized or confiscated assets, are being returned one by one to the service of citizens.
Minister of Internal Affairs Albana Koçiu was together with Minister of Defense Pirro Vengu, Chief Inspector of the AAPSK Risena Xhaja,
the Deputy Mayor of Vlora Municipality and the local director of the Police in an inspection in Vlora.
“We are in the Narta area, it is one of the 24 blocking points throughout the country that the State Police uses for all confiscated and seized vehicles.
In fact, since the beginning of September, together with AAPSK, we have launched a nationwide campaign to clean all these points, which occupy a considerable area throughout the country, to systematize them, to select all those vehicles that have currently been stored for years. As you can see, they are completely out of function”, said Koçiu.
A process is being implemented throughout the country, in cooperation between the State Police, AAPSK, the Directorate of State Material Reserves, municipalities and other institutions, with the aim of freeing the blocked spaces, cleaning the environment and returning them for public use.
“The Agency has done a commendable job this month by selecting and identifying all the vehicles located at these points, whether for scrap or for material evidence, and are mandatory to be kept by the State Police, as well as all those vehicles that may be for use and which, through a plan that the Agency has drafted, will be distributed to public institutions for their use,” the head of the Ministry of Internal Affairs underlined.
The blocking points used by the State Police are considerable areas that often create problems for communities, turning into unsafe areas.
“Following this clean-up campaign, what we are doing is transforming these areas into areas that are not only clean, but also areas that can be used by local governments to draft development plans and turn communities into areas, playgrounds or entertainment for children, but also to be used by public institutions, for public purposes or interests,” said Koçiu.
Chief Inspector Xhaja informed that the Vlora region has 8 collection points.
“This is the largest, most concentrated point. 5 points are in Saranda, 1 in Delvina, 1 in Himara and this is in Vlora and is one of the largest points in the country. From the evidence that the Vlora DVP has made, there are 2,124 vehicles and motorbikes, seized and confiscated, as well as material evidence, of which 1,400 are going for scrap, so almost 80% of the surface is freed. The rest are confiscated and will be evaluated to be passed on to institutions and those that are material evidence, we are in contact with the General Prosecutor’s Office, to close as a case and to give them a direction as well”, emphasized Xhaja.
“It is very important especially for a point like this in Nartë, very close to the community of residents and very close to tourist areas and near a transport axis that will be rehabilitated and has to do with the new railway project and the connection of Vlora with the airport. By clearing the area from this situation that has been burdened for several decades, we begin the rehabilitation, also talking with the mayor, the need was urgent so that for a part, the municipality could recover the space and surface in the residential areas. On the other hand, to begin a normal use knowing that security is definitely compromised in these areas, and the environment, without a doubt, because we are dealing with materials that remain and degrade, especially with a forested area like here.
We will have a period of several months where we can begin the progressive evacuation, I believe you have a plan for how this will go”, Minister Vengu affirmed.
The process of removing the vehicles is estimated to take about 5 months.
“It must be said that within a month, AAPSK has begun selecting all the vehicles located at such collection points, strongly assisted by the State Police, as the police themselves are making an assessment at this point and it is an inter-institutional cooperation, so there are a number of structures involved, in addition to the Agency, the State Police and the General Directorate of State Material Reserves. So we are together in this process that is important to turn territories into public areas, accessible, usable by communities, local government, by everyone together, for safer areas, for cleaner, friendlier places”, concluded the Minister of Internal Affairs.
