Albania, cooperation and assistance to Kosovo for the administration of seized and confiscated assets

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) hosted an official delegation from the counterpart institution of the Republic of Kosovo, which conducted a two-day visit to our country, in the framework of strengthening cooperation in the field of administration of assets of illegal origin and their return to public use.
The bilateral meetings were held in an open and cooperative atmosphere, where experiences, working models and successful practices were exchanged for:

• Standardization of asset administration procedures;
• Increasing institutional transparency and efficiency;
• Developing new forms of social reuse of seized and confiscated assets.

The delegation from Kosovo visited a social enterprise in Elbasan, established on a confiscated asset and now functional as a work and inclusion center for the community. This concrete project is the result of a clear vision for transforming illicit assets into social and economic opportunities for the most needy citizens.

The Chief Administrator of the Kosovo Agency for the Administration of Seized and Confiscated Assets, Ms. Risena Xhaja, emphasized:

“This visit is clear evidence that the trust and willingness to cooperate institutionally across borders is bearing concrete fruit. The Kosovo Agency for the Administration of Seized and Confiscated Assets is committed to further deepening regional cooperation and benefiting from European best practices. We have agreed with the Kosovo Agency for the Administration of Seized and Confiscated Assets to sign a new cooperation agreement soon. The case of the social enterprise in Elbasan shows that confiscated assets can be turned into an engine of development and inclusion for groups in need.”

The Acting Director General of the Kosovo Agency for the Administration of Seized and Confiscated Assets, Mr. Alban Sutaj, stated:

“The lessons and models we saw during this visit, especially the social projects developed on confiscated properties, are an inspiration to build sustainable structures in Kosovo as well. We are committed to ensuring that the bilateral agreement that is being prepared is a strong foundation for sustainable cooperation.”

At the conclusion of the visit, the parties reiterated their commitment to finalizing the signing of a formal cooperation agreement, which will include:
• Exchange of data and best practices;
• Coordination in cases with cross-border elements;
• Mutual support in the development of social reuse and transparency policies.
This cooperation is a concrete step towards building a sustainable and integrated regional model for the administration of assets of criminal origin and their transformation into resources for the benefit of society.
