AAPSK doubles revenues from the administration of seized and confiscated assets in 2024

The Agency for the Administration of Seized and Confiscated Assets (AAPSK) has doubled revenues from the lease of seized and confiscated properties in 2024, compared to 2023. than in 2023. The revenues obtained from leasing in 2023 were 81 million lek.

The increase in revenues is achieved through improvements in efficiency and good management, as well as reductions in expenses for the administration of seized and confiscated properties.

The administration of seized and confiscated assets by AAPSK is carried out in Law No. 34/2019 “On the Administration of Seized and Confiscated Assets”, Law No. 10192, dated 3.2.2009, “On the prevention and suppression of the crime of trafficking, through preventive measures against property” (Anti-Mafia Law), as well as the Decision of the Council of Ministers (VKM) that determine the procedures for the administration and use of these assets.

Based on the aforementioned legal and sub-legal acts, AAPSK manages seized and confiscated assets to generate income through leasing, other important ones from third parties. Meanwhile, those that are depreciated or considered unusable are subject to sale procedures, but this can only be property by decision of the Inter-institutional Committee for Measures Against Organized Crime.

Regarding asset management, the AAPSK administration leases its and confiscated assets to generate income. The lease of these assets helps cover the costs of their administration and maintenance. Furthermore, the revenues collected are for other purposes in the lectures, which include victims of crime or other destinations of compensation from others, including financial and infrastructural details for law enforcement agencies.

This mechanism that has had its assets secured and confiscated not remain unused, but are to be used to generate revenue for the state and for public purposes.
