The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK), in the framework of strengthening inter-institutional cooperation and increasing the professional capacities of its staff, organized today a specialized training on the topic “Commercial Companies and the Central Bank”. The activity was held at the GIZ premises in Tirana, in cooperation with GIZ and PKF Albania.

The lecture was delivered by Mr. Julian Saraçi, Legal Auditor and Independent Consultant, who, through a structured session based on Law No. 9901, dated 14.04.2008 “On Entrepreneurship and Companies”, addressed key issues related to the establishment, registration, governance and administration of commercial companies — with a special focus on cases of companies placed under sequestration or confiscation.

The training aimed to increase the knowledge and practical skills of the AAPSK staff, based on interactive lectures, case studies and discussions on concrete situations encountered during the administration of commercial entities.

During the session, participants were introduced to:
* the legal framework and basic concepts of Law 9901, including the structure and forms of commercial companies;
* the procedures for establishing and registering companies in the Central Bank, the relevant documentation and drafting the statute;
* corporate governance and the responsibilities of the governing bodies, with an emphasis on the role of administrators and the methods of legal representation;
* the rights and obligations of shareholders, decision-making mechanisms and management of conflicts of interest;
* the interpretation of legal rules in the administration of sequestered or confiscated companies, a process of particular importance for the AAPSK mission.

The program included four thematic sessions, accompanied by discussions on good practices and challenges in implementation, while the activity closed with a summary session and exchange of comments by the participants.

Representatives from the following institutions participated in the training: AAPSK, Special Prosecution Office against Corruption and Organized Crime, General Prosecution Office, GjKKO, Tax Directorate, ASP and Asset Recovery Office.

Through this training, AAPSK continues its efforts to strengthen professionalism, increase transparency and improve the process of administering seized and confiscated assets, in order to manage them more efficiently.
